NRM Releases Guidelines for Youth, Elderly, and PWD Elections Nominations

KAMPALA, April 30, 2025 The National Resistance Movement (NRM) has officially released detailed guidelines on the conduct of elections for Special Interest Groups (SIGs) including Youth, Elderly, and Persons with Disabilities (PWDs). These guidelines are drawn from the Election Regulations of 2025, recently approved by the Central Executive Committee (CEC), and aim to streamline the election process for these groups at both local and national levels.

The guidelines clarify eligibility criteria and nomination procedures for candidates aspiring to leadership positions within the NRM structures and corresponding national councils. For the Youth category, candidates must be between 18 and 30 years old for local government positions, and between 18 and 35 years old for NRM youth leadership roles. All candidates must present a National Identification card and be registered either in the National Youth Council or the NRM register, depending on the position sought. The guidelines also specify the process for electing NRM flagbearers who will contest in national youth council elections.

In the Elderly category, candidates must be at least 60 years of age to contest local government roles and comply with registration requirements under the National Council for Older Persons Act. For NRM elderly leadership positions, candidates must be above 55 years old with valid identification. The guidelines provide for separate elections to elect flagbearers for national council contests when candidates do not meet age or registration criteria.

For Persons with Disabilities, candidates must meet the legal definition of disability, be registered both nationally and within the NRM, and present valid identification. The guidelines ensure that only eligible candidates represent PWDs in leadership roles and outline election procedures to select NRM flagbearers for national positions.

Enoch Barata, Director of Legal Services at NRM, emphasized the importance of the new guidelines: “These regulations are designed to promote fairness and transparency in our electoral processes for special interest groups. By clearly defining eligibility and election procedures, we aim to strengthen representation and ensure that leadership reflects the true voices of our communities.”

The nomination period for all SIG election positions is set by the National Electoral Commission from June 2 to June 10, 2025. The NRM urges all prospective candidates and stakeholders to familiarize themselves with the guidelines to facilitate smooth and credible elections.
